University Counsel accepts subpoenas and requests for three types of information.

- Incident reports
For medical records, all subpoenas and requests should be directed to Temple Health.

We require either a valid subpoena or signed authorization to release a student’s or employee’s records.
Fees
Student records: $25
Employee records: $75 initial production fee; additional fees for records totaling over 200 pages.
Incident reports: $15

Warrants & Other Requests
When interacting with law enforcement engaged in their duties, please be cooperative and courteous. Let them know that it is the university’s intention to cooperate with lawful process, but that we also have obligations to ensure the privacy of our constituents in accordance with applicable law. The following are some guidance to assist in navigating certain types of documents.
Judicial Search Warrants
Law enforcement officers must produce a warrant that has been signed by a judge to access the specific private areas listed in the warrant. This does not mean that officers have unlimited access to an entire facility, unless specified in the warrant. University personnel should comply with a lawful warrant, but upon receipt, please immediately provide the warrant to University Counsel (ucounsel@temple.edu or 215-204-6542) and notify TUPD of the law enforcement activity at 215-204-1234.
Administrative Warrants
An “administrative warrant” does not have a judge’s approval or signature and does not authorize the search of private spaces or access to university information. In order to determine the enforceability of such a warrant, please immediately contact University Counsel (ucounsel@temple.edu or 215-204-6542).
